1. Reminder: what is the PTZ?

  • A government-backed interest-free home loan.
  • Reserved for first-time buyers who buy their main residence.
  • Never funds 100% of the project → comes in addition of a conventional loan.

2. Which homes are eligible?

  • Single-family homes and flats, new-build or refurbished properties.
  • Nine All over France (zones A to C).
  • Former only if the work represents at least 25% of the total cost, and located in zone B2 or C.

This means you can buy both a new house and a flat in need of renovation.

3. What does it entitle you to?

  • Up to 40 to 50 % of the total project cost without interest to pay.

The facts

A drop in income or activity, or a complex personal event, can make it difficult for you, the borrower, to repay your current loans.

In these exceptional circumstances, it is sometimes possible to suspend or defer repayment of the monthly instalments on your loan.

What steps do I need to take?

  1. Check your loan offer, not all banks allow you to defer part, all or all of your monthly payments. This must be written into your contract.
    If this is the case, then we recommend that you check the conditions once or several times a year, age of the loan contract, etc.
  2. Get in touch with your banker to check the terms and conditions and, above all, the costs involved. impact on the total cost of your loan if the repayment period is extended.

What are the possible solutions?

Temporary suspension (or deferment) of your credit

It allows you to suspend payment of your loan instalments for a certain period of time and involves amendment giving you details of the deferment, together with an new depreciation table indicating the adjusted loan amount and term.

Deferment is not possible with all types of loan.

A distinction must be made between :

Partial deferment of maturities

In both cases, the deferred monthly instalments are to be paid at the end of the loan, which can extend the initial term of the loan or  increase maturities after deferral.

This suspension can range from one to twelve monthsin one or more times.
It can therefore have a high costThis is because the repayment period is extended and therefore generates additional interest.

Modulating loan repayments

It allows you to to lower (or increase if your finances allow) the loan term initially determined.

Modulation is only possible after at least one year's amortisation.

Banks offer the following options one modulation per yearwith a reduction in monthly payment from 10% to 30% (depending on the bank) and a maximum loan extension from 12 to 24 months.

Below is the example of a couple who have borrowed €150,000 over 20 years at a rate of 2.05 % and let's look at the impact of an upward or downward adjustment (10 %).

The total cost of the loan may also increase, but less significantly than when the repayments are deferred, because you continue to pay part of the monthly instalments.

Even if these arrangements have a cost, they are still interesting temporary solutions to financial difficulties.

What is the purpose of the usury rate?

The usury rate is the maximum legal rate that credit institutions are allowed to charge when granting credit. This rate varies according to the type of loan. It is set at the end of each quarter for the following quarter by the Banque de France and published in the Journal officiel.

The purpose of these thresholds is to protect borrowers from potential abuse.

How is the usury rate defined?

The usury rate (or threshold) is the maximum annual percentage rate of charge (APR, formerly TEG) at which a loan may be granted. A loan is considered usurious if it is granted at an APR that is one-third higher than the average effective rate charged during the previous quarter.

The APR is the rate used to assess whether a credit offer exceeds the usurious threshold. It comprises :

  • Le interest rate (or nominative rate),
  • The costs, commissions and miscellaneous remuneration (e.g. registration fees, administration fees),
  • And possibly insurance premiums borrower where compulsory insurance is taken out at the same time.

How is it calculated?

The Banque de France sets the usury rate on the basis of the average effective rates charged by credit institutions plus one third.

The usury thresholds are published in the Journal officiel at the end of each quarter for the following quarter.

These thresholds vary according to the amount borrowed, the term of the loan and the category of loan (consumer credit, fixed or variable rate loans, account overdraft, revolving credit, etc.).

20-year usury rates fall on 1 April

With bank rates rising and the usury rate falling, this will have a jaws effect on access to home loans for some households.

Here's an example:

Take a couple with an annual income of €50,000 who want to borrow €230,000 over 20 years with a deposit of €10%. They will be refused credit on the grounds that the usury rate has been exceeded. In fact, with an interest rate of 1.35%, to which we add the insurance rate of 0.3% (on the initial capital, 50% on each head), plus guarantee fees and administration fees. This gives an APR of 2.55%. This means that the APR is higher than the usury rate, which will result in a loan refusal.
